Member Update: Board Meeting, 23 July 2026

Attendance

Directors present: Steven Wells (Vice-Chair, in the chair), Marc Morgan-Huws, David Holmes, Richard Tyldsley, Edward Day, Dale and Nick. The meeting was confirmed quorate.

In attendance: Dominic Wray (Interim CEO); Visit Isle of Wight Communications; a representative of the Isle of Wight Council; and a representative of Wightlink (deputising for Phil Delaney).

1.  Welcome and quoracy

The Vice-Chair welcomed those present and confirmed the meeting was quorate. The Board recorded its thanks to the Chief Executive for the substantial work undertaken on the BID3 levy structure.

2.  Minutes of the previous meeting

The minutes of the meeting of 16 July 2026 were approved as a true and accurate record.

3.  BID3 levy structure

Following consultation with the Island’s transport operators, the Board confirmed that the levy should continue to be based on rateable value, and that a market-share cap would not be adopted, both operators having agreed that a rateable-value basis is the fairer and more stable mechanism.

The Board resolved to set the levy for the transport sector and car parks at 6%, providing complete parity across the transport sector and a unified position among levy payers ahead of the BID ballot. The resolution was carried by a clear majority, with the Chief Executive abstaining, and was adopted as the official BID3 levy structure.

The Board welcomed the constructive engagement of the transport operators and their willingness to collaborate with Visit Isle of Wight beyond the levy, including on shared research to inform the Island’s destination marketing.

4.  Next steps

The amended business proposal, reflecting the agreed structure, will be submitted to the Isle of Wight Council. The Council is expected to consider the proposal at its meeting on 14 August, with a view to authorising the BID ballot, and to reach its own decision at its September committee. The Board and the Council are working to maintain a timely process.

5.  Member engagement

The Board agreed to arrange a briefing session for members and stakeholders ahead of the Council’s decision.

6.  Any other business

There was no other business, and the Vice-Chair closed the meeting.
